citrate (Re)-synthase activity

Catalysis of the reaction: acetyl-CoA + H2O + oxaloacetate = citrate + CoA, where the acetyl group is added to the re-face of oxaloacetate; acetyl-CoA provides the two carbon atoms of the pro-R carboxymethyl group.
