Any process that stops, prevents or reduces the rate or extent of mitotic prometaphase, the stage following prophase in mitosis (in higher eukaryotes) during which the nuclear envelope is disrupted and breaks into membrane vesicles, and the spindle microtubules enter the nuclear region.
