PIP: Hong Kong has no official population policy. However the government has assumed responsibility for 1/2 of the country's family planning clinics, with the Family Planning Association providing specialty, information and education services. Young people are a primary target group and premarital and marital counseling services are offered. Public seminars on topics such as human sexuality and preparation for marriage are offered and training programs for professional service are available as well. Figures show that 39% of the FPA's budget is government funded. As of 1979 the net reproductive rate of Hong Kong is about 1.0 and is expected to decline further in coming years. Contraceptives, as well as male and female sterilization are widely available. Induced abortion is permitted by law if two physicians agree that the pregnancy endangers the life of the mother. Women under 17 may terminate without consultation as well as victims of rape or incest provided that the offense is reported within 3 months.
