The voluntary effort to contain costs was never intended to fight off a single piece of legislation, says Michael Bromberg, executive director of the Federation of American Hospitals. It will unite the various elements in the health care field so that they can successfully face the threat of federal intervention year after year. In addition to the Federation of American Hospitals, the American Hospital Association and the American Medical Association are partners in the voluntary effort.
